Biography

David Brown is Senior Counsel at Andrew & Hopkins, advising colleges, universities, independent schools, accreditors, and education-sector investors on the full range of legal matters facing modern educational institutions. His practice covers regulatory compliance and institutional governance, education policy and reform, employment and labor in higher education, and the federal and state regulatory architecture that governs the sector.

David is the lawyer trustees and senior administrators engage when an institutional issue requires both legal rigor and an understanding of how a college actually operates. He counsels on accreditation engagements, federal student aid compliance, Title IX and Clery Act matters, faculty governance, and crisis response when allegations of misconduct or financial irregularity test institutional resilience. He has represented educational clients in investigations and enforcement matters before the U.S. Department of Education, state attorneys general, and accrediting bodies.

As a member of the firm's Government Affairs practice, David is an active voice in higher-education policy advocacy in Washington, working with congressional offices, agency leadership, and sector associations on the rule-making and legislative questions that shape American higher education. He is admitted in the District of Columbia, Massachusetts, and New York.
